REI Analysis: Over EUR 2 Billion in Non-Reimbursable Funding Opportunities This Fall – Major Allocations for Transport, Energy, and Local Authorities

This fall, Romanian entrepreneurs and local authorities have access to more than EUR 2 billion in non-reimbursable funding, through European programs and state aid schemes. According to an analysis by REI Grup, approximately half of these funds target the transportation, logistics, and energy sectors, while hundreds of millions of euros remain available for innovation, agriculture, manufacturing, and green infrastructure projects.

Over EUR 1 Billion for Transport, Logistics, and Zero-Emission Mobility

Four major state aid schemes with a combined budget exceeding EUR 1 billion are now open for Romanian transport and logistics companies. These programs focus on replacing old fleets, producing green energy, installing batteries for energy storage, and building charging stations for electric vehicles.

“This is one of the most significant allocations to date for the transport sector. By combining electric vehicle acquisition with photovoltaic energy production, storage batteries, and charging stations, companies can achieve substantial cost savings in the medium and long term,”
explained Roxana Mircea, Managing Partner at REI Grup.

The four key programs include:

  • Zero-Emission Vehicle Acquisition Scheme – total budget: EUR 299 million;
  • Energy Efficiency Equipment Replacement Scheme – total budget: EUR 299 million;
  • e-MOVE RO: Promoting zero-emission mobility infrastructure – EUR 250 million;
  • e-Mobility RO: Developing charging infrastructure on highways and expressways – EUR 299 million, with grants of up to EUR 30 million per project.

Eligible beneficiaries include micro-enterprises, SMEs, and large companies, with projects that can be implemented until June 30, 2030.

EUR 800 Million in European Grants for Businesses

Beyond the transport sector, REI’s analysis shows that Romanian entrepreneurs can access over EUR 800 million in grants this fall across multiple sectors, including innovation, agriculture, and production.

The main programs include:

  • Just Transition ProgramEUR 200 million for investments in Hunedoara, Gorj, Dolj, Prahova, Galați, and Mureș counties. Micro-enterprises can access up to EUR 300,000 for business development.
  • Horizon EuropeEUR 300 million for innovation and technology projects, with grants between EUR 10–30 million per project.
  • DR 16 ProgramEUR 151 million for the vegetable and potato sector, offering up to EUR 2 million per project.
  • DR 23 ProgramEUR 150 million for bakery and agricultural processing, with grants up to EUR 10 million per project.

Among the most popular project types are guesthouses, medical clinics, IT services, and manufacturing facilities — sectors expected to drive sustainable growth through European funding.

EUR 650 Million for Local Authorities – Renewable Energy and Battery Storage

Romanian municipalities can access over EUR 650 million for renewable energy production and battery storage systems.

  • EUR 500 million is dedicated to city halls that have not previously accessed funding for producing their own energy.
  • EUR 150 million is allocated for local authorities that already operate photovoltaic parks and wish to add battery storage solutions to optimize public lighting costs.

“This is an unmissable opportunity for local governments to reduce electricity costs by up to 70%. We expect the Ministry of Energy to open the session in early November on a first-come, first-served basis,”
